電子資源使用規範
您是否知道電子期刊大量下載,或使用自動下載軟體,是違反著作權的行為?也會造成本院遭出版社停權使用?
無論是否透過程式/軟體,請勿連續、大量下載期刊全文檔案(含Open Access期刊),即使是手動逐筆連續性下載,也是侵害智慧財產權的行為。
目前大多出版社已建置偵測資料庫的使用流量,一旦發現異常,在查明狀況之前,即會先凍結特定IP。在本院即是整個樓層或是建築物,甚至封鎖全院網域,導致已付費之電子資源全院皆無法使用,立即後果是影響其他同仁使用權益,而為了恢復正常使用權限,本院需耗費相當的人力成本:
- 資訊中心網管人員查明當事人電腦。
- 通報當事人並調查是否有不當行為,或是其IP位置遭入侵盜用,或是遭植入惡意軟體。調查结果將通報相關主管處理。
- 圖書館需向出版社說明處理過程,並與出版社協商涉及智慧財產權的法律責任。
- 影響本院學術名譽。

NHRI Library provides access to e-resources for all current NHRI faculty and authorized users and requires anyone who, while accessing e-resources, to observe agreements between NHRI and publishers. These agreements are made according to the copyright law of Taiwan, ROC and of the country of publisher/content provider, and signed by both parties while subscribing to e-resources.
Each user has the responsibility to ensure any use of e-resources complies with copyright law.
The following behaviors are not allowed by the terms of Agreements whether unintentionally or not.
Prohibited Activities:
- Excessive download
- Systematic downloading: this includes the use of software such as scripts, agents, robots such as website crawlers, offline browsers or browser plugins to systematically download content.
- Activities such as download articles excessively within short intervals. In the past, such activity had triggered systemic alarming and temporary blocking of NHRI access to the specific resource multiple times. Burden of clarifying suspected activity to be within lawful operation usually lies in NHRI. Meanwhile, NHRI does not receive any compensation for the loss due to interrupted service.
- Use for purposes other than individual study and research.
- Modification, duplication, or distribution of downloaded materials.
Access to the e-resources will be suspended in the above events of violation. Note that the punishment will affect not only the violator but also the whole of NHRI community.
All suspected activities that trigger interrupt of e-resource service will be investigated by Library and Computing & Information Center. We expect full cooperation and assistance on the investigation from the affected individual, including answer questions regarding the use of e-resources and allow IT staff to check for possible virus/malware installed in his/her personal computer. In cases of serious/intentional violation or non-cooperative behaviors after serious incidence, the individual will be reported to NHRI administrator, and all the legal consequences and liabilities will be taken by the violator.
